Functions and Duties
Department of Science, Technology and International Projects
 
1. Functions
The Department of Science, Technology and International Projects is a subordinate unit of the Board of Presidents. Its primary functions are to advise and assist the Board of Presidents in the organization and management of scientific and technological activities; the compilation, selection, appraisal, approval, and utilization of teaching materials and textbooks; and the administration of international schemes and projects.
2. Duties
a) Management of Scientific and Technological Activities
  • Policy Advising: Advise the Board of Directors on the formulation and promulgation of policies, statutes, and regulations regarding scientific research, intellectual property management, registration protocols, and qualitative/quantitative research evaluation criteria.
  • Strategic Planning: Assist the Board of Directors in developing strategic plans for scientific research and technology transfer. Formulate the University's annual scientific research plans.
  • Budgeting: Coordinate with the Department of Finance to develop schemes for the allocation and management of funds for scientific research, pilot projects, and technology transfer.
  • Implementation: Lead and provide guidance to units in planning and executing scientific research tasks.
  • Project Allocation: Manage the appraisal and allocation of scientific and technological projects, as well as consultancy contracts managed by the University, to internal units and individuals.
  • Monitoring and Evaluation: Supervise, coordinate, and inspect the implementation of scientific and technological tasks; monitor and evaluate the research quality of projects, initiatives, and utility solutions.
  • Acceptance Procedures: Track progress and organize the formal evaluation and acceptance of research projects in accordance with approved schedules. Chair the University-level Acceptance Councils for research projects.
  • Intellectual Property: Manage and support the protection of inventions, patents, copyrights, and research outputs of faculty and staff; conduct valuation of intellectual property assets in compliance with national and international standards.
  • Statistics and Conversion: Compile annual statistics on scientific activities and technical innovations; appraise and convert these activities into scientific work hours for faculty and staff.
  • Commendation: Summarize and evaluate annual university-wide research performance; recommend awards for collectives and individuals with outstanding achievements.
  • Conferences: Lead and coordinate with relevant units to organize scientific conferences, seminars, and research competitions at both domestic and international levels.
  • Student Research: Manage and propose solutions to enhance student research activities. Assist in organizing student research competitions and selecting projects for research awards.
  • External Relations: Act as the focal point for developing international partnerships in science, technology, and community-oriented scientific projects.
  • Legal Documentation: Advise on the drafting of collaboration contents, Memoranda of Understanding (MoUs), affiliation contracts, and international project documents.
  • Archiving: Manage and archive data, documents, and records of the University's scientific and technological outputs. Perform synthesis and reporting duties as regulated.
  • Compliance: Monitor and supervise the adherence to scientific and technological regulations across the University.
  • Academic Titles: Support the University’s Professorial Title Council in the evaluation process for Professor and Associate Professor titles.
b) Management of Teaching Materials and Textbooks
  • Content Oversight: Manage the compilation, translation, selection, appraisal, approval, and use of textbooks and materials serving the University’s teaching, learning, and research needs.
  • Procedural Guidance: Guide academic units on the registration protocols for the compilation, translation, and publication of textbooks and reference materials.
  • Digital Learning Resources: Manage the development and implementation of the University’s digital learning resource system.
  • Innovation: Coordinate with relevant units to research and propose innovations for textbooks and teaching materials across all training levels in alignment with international trends.
c) Management of International Projects
  • Proposal Development: Identify and propose participation in, or the establishment of, international schemes and projects between the University and foreign organizations or individuals.
  • Professional Support: Provide information and professional assistance to units and individuals participating in or initiating international projects.
  • Strategic Advising: Advise the Board of Presidents/Board of Directors on the approval of and participation in international projects.
  • Project Coordination: Lead the management and coordinate with units to implement approved international projects.
d) Risk Management
  • Organize and implement risk management activities within the unit according to University regulations.
e) Quality Assurance
  • Execute quality assurance, accreditation, and self-assessment tasks at the institutional and program levels as per the University’s plan.
f) Reporting and Other Duties
  • Submit periodic and ad-hoc reports as directed by the Board of Directors and the Board of Presidents.
  • Perform other duties as assigned by the Board of Directors and the Board of Presidents.
