UEF Establishes an Academic Forum for Young Researchers to Shape the Future of Artificial Intelligence
Artificial Intelligence (AI) is profoundly transforming the world, influencing technology, markets, and human behavior. Consequently, research and scholarly discourse on AI are no longer confined to the realm of technology specialists but have become a matter of widespread societal interest.
In response to this evolving trend, on the morning of October 31, the UEF Faculty of Law, in collaboration with the Faculty of Information Technology, organized the 2025 Scientific Conference for Young Researchers under the theme: “Shaping the Future of Artificial Intelligence: From Technology to Policy and Law.”
 
The conference created an academic forum for scholarly exchange and the sharing of valuable scientific insights.
The conference attracted paper submissions from more than 200 scholars, lecturers, doctoral candidates, and students representing 12 educational and research institutions both domestically and internationally, with the participation of businesses, law firms, and state agencies. From over 100 submitted research papers, the Review Committee selected 73 studies of significant academic and practical value for publication, including four outstanding presentations delivered directly at the conference.
Attending the conference were Assoc. Prof. Dr. Phùng Thanh Bình – Vice Dean of the Faculty of Business Administration, University of Economics and Law, Vietnam National University Ho Chi Minh City; Mr. Nguyễn Văn Tân – Deputy Director of E-Protect Vietnam Law Firm LLC; Dr. Ngô Minh Hải – Vice Rector of UEF and Head of the Organizing Committee; Assoc. Prof. Dr. Dương Anh Sơn – Dean of the Faculty of Law, UEF; Assoc. Prof. Dr. Nguyễn Thành Luân – Deputy Head of the Office of Science, Technology and International Projects; representatives from universities and enterprises; leaders of UEF’s faculties, offices, and centers; along with numerous scholars, lecturers, doctoral candidates, postgraduate students, and undergraduates.
 
Diverse Perspectives from Technology to Policy and Law Examined in a Systematic Manner
 
The conference sessions were chaired and academically moderated by a panel of experienced scholars and experts in law and technology, including Assoc. Prof. Dr. Phùng Thanh Bình, Assoc. Prof. Dr. Dương Anh Sơn, and Dr. Trần Vang Phủ serving as Secretary of the Executive Board. With a professional, objective, and scholarly approach, the chairing panel facilitated open discussions and encouraged young researchers to confidently present their viewpoints and innovative research approaches.

In his opening remarks, Dr. Ngô Minh Hải emphasized that Artificial Intelligence is currently transforming the ways in which we learn, work, and govern society. More important than asking whether “AI will surpass humans” is how we choose to live and work alongside AI in a responsible manner. He noted that the conference provided a valuable opportunity for young researchers to study, debate, and contribute their voices to the process of shaping policies and legal frameworks for the digital era.
Dr. Ngô Minh Hải Delivered the Opening Address at the Conference
 
The presentations delivered at the conference provided a comprehensive and multidimensional examination of Artificial Intelligence. From a technological perspective, the study by Phạm Nguyễn Thạch Thảo, entitled “Cognitive Prompting in Graphic Design: Research Findings and Proposed Application Guidelines,” introduced a model aimed at establishing ethical guidelines for the application of AI in artistic and creative practices.
From an economic standpoint, a research group from the University of Economics and Law, Vietnam National University Ho Chi Minh City, analyzed the impact of AI on international trade and economic complexity, offering policy recommendations to assist nations in harnessing AI for sustainable development.
Legal dimensions were addressed through two notable studies: “The Application of Information Technology and Artificial Intelligence to Enhance the Effectiveness of Civil Judgment Enforcement: Experiences from China and Implications for Vietnam” and “AI Judges: International Experiences and the Potential for Application in Vietnam.” These distinguished research contributions reflected rigorous academic inquiry and demonstrated the strong commitment of young scholars who are actively contributing to the development of legal frameworks for emerging technologies.
 
Four Outstanding Papers Selected for Presentation at the Conference
Following the review and evaluation process, the Organizing Committee announced and presented the Best Paper Award at the 2025 Scientific Conference for Young Researchers to the author group of the study entitled “AI Judges: International Experiences and the Potential for Application in Vietnam.”
The study was highly commended by the Review Panel for its timeliness, theoretical depth, and practical applicability in contributing to the development of a legal framework for Artificial Intelligence within Vietnam’s judicial sector.
 
The Best Paper Award was conferred upon Nguyễn Thị Thùy Linh and Lê Nguyên Thảo from the University of Economics and Law, Vietnam National University Ho Chi Minh City.
The conference clearly reflected the strong integration between academic scholarship and practical engagement fostered by UEF’s training units. It provided a professional platform where undergraduate students, postgraduate learners, and young lecturers could experience the authentic process of scientific research—from conceptualizing ideas and developing research projects to presenting and disseminating findings in a formal academic setting.
Furthermore, the event offered students meaningful exposure to contemporary academic thinking, fostering their critical reasoning, creativity, and capacity to apply knowledge effectively in real-world contexts.

Although the conference has concluded, the spirit of academic engagement and passion for research continues to resonate. The discussions, debates, and perspectives shared during the event will serve as a foundation for young researchers to further develop their work, expand international publications, and contribute to the refinement of policies and legal frameworks on AI in Vietnam.
Through the continuous dedication of its faculty members and students, UEF is steadily shaping itself into an open knowledge hub where emerging ideas are nurtured and transformed into driving forces for the sustainable development of society.
